In an age where we are facing drastic changes every day, the success of educational programs depends entirely on the competence of knowledgeable, professional and committed teachers. A familiar slogan that, as a proverb, has been one of the commands of the Holy Prophet (PBUH) in the language of the people so far: is to seek knowledge from the grave to the grave, which has never been on the table of educational activities like today. Human capital development refers to increasing the level of knowledge and information, skills and techniques and talents of all members of society, which is done through various means.
The most common way to achieve this goal is through formal education, which begins in primary school and continues through higher education. Human resource development is achieved through in-service retraining, internships and adult education, and membership in political and religious groups

Today, the idea has become stronger that if a society wants to transform its economic, industrial, political, cultural and social systems and adapt it to new requirements and needs, it must have a comprehensive policy in human resource development. This will not be possible unless it is expected of the education system. The nature of the widening gap between the North and the South is more important than its aspects because the issue of the power-knowledge gap is at stake. The evolution of information and related technology in the West is widening such a gap. Examining the evolution of historical development, we find that human society has evolved from hunting to agriculture, then to industrial society, and more recently to the information society. Mankind has entered a period of transition from an industrial society to an information society and is now on the verge of a period of social technology innovation that is an introduction to computers and technology. The basis and nature of such a period is based on invisible information that causes unpredictable changes in society. Such a transition from the evolution of productivity also arises from a material commodity to information productivity. Which leads to fundamental changes in human values and intellectual tendencies and ultimately in political and social structures. Carrying out the phenomenon of transference and illiteracy remains a major problem in the world. They are deprived of the simplest affairs and duties of their daily life for commitment. The complexity of life and the transformation of society from a simple state to an industrial state and the need of society to have today's dynamically developed growing knowledge of the new generation in order to obtain scientific degrees in the contemporary era.
